I agree that generally for a bird to hold hens they have to be a little older than 2, but with no spurs he would have a really tough time fending off another bird.
I killed one a few years ago in Benton county that had about a dozen hens, and it had no spurs. It must have been the meanest Rosie O'Donnell in the woods, and employed other fighting tactics to keep his ladies.
You could possibly tell a general age from foot size (seriously), and the overall size of the head of the bird. Generally birds that are older than 2 get a really large "cap" on top of their head, and as they age it gets thicker and thicker.
