While watching the Tennessee game, there was a fumble by UT and ETSU picked it up. ETSU brought their offense out, lined up, and completed a play. Then the officials ruled that the previous play (the fumble) was under further review. I was always under the assumption that after the next play you couldn't review the previous play. I've tried finding the official rule on this, any help?
 
I'm pretty sure that you are correct.

However, on that play, I think they said that the replay referee had called for a review, but the on-field officials didn't get the message and allowed that play to take place, thus nullifying it.
 
So one trumps the other? That's what I'm struggling with understanding. If a coach calls for a timeout before getting a delay of game penalty and the refs don't see it, they still get a penalty. If a coach tries to challenge but the refs don't communicate, they continue on. In the grand scheme of that game, it doesn't really matter but I'm curious.
 
Here's an overview. I think when the replay official wants a replay, he alerts the onfield crew. Not sure how why they didn't get notified. He's the boss though.
