County of Residence fishing?

So I was looking up realizing my youngest son is now 13, so the state needs money from him to fish. I was looking to see what else and I saw this County of Residence tag needed to fish with bait? Someone is kidding me correct? I pay to go buy the bait, now I have to pay to use the bait, please tell me I am reading into this?
 
i think you are reading it wrong and you may want to post the question on the TWRA forum so SCN can answer it. i read it as if you fish in your county of residence only and only use live bait with the exception of minnows then that is all the liscense that you need.

if you buy your son the junior/hunt/fish/trap then that is all that he would need to fish anywhere. i think this liscense used to be called the young sportsman lisc. and was all inclusive.
 
Your son needs the Type 002 Junior Hunt/Fish/Trap license for $8.

With that license, he will be able to fish with any type of bait or lures. It covers supplemental licenses such as the trout license, but does not cover any applicable permits.
