Are you referring to the following found on page 41 of the 2021-22 Tennessee Hunting and Trapping Guide?



Interesting question regarding what is actually allowed on public land and on the depth to bury that would deter varmits from sniffing the pile out and digging it up.


Seems like a person could bury without damaging or removing any of the items listed in the hunting guide.  I guess it depends on what is considered to "remove".  I'd consider digging up dirt and replacing as not the same as "removing" it and that it does not damage the dirt.  When it comes to laws and law enforcement, common sense does not always apply so who knows?
