Differences in Hunting Units??

Can someone please explain the differences in the new Deer Hunting Units? Specifically in Units 4, 5 and 6, it appears to me that the seasons and bag limits are identical in all three units (with the exception of a slight variance in the youth bag limits). What is the reasons for creating differing units is the regulations are the same? Thanks for additional info.

Are the youth limits not the same in 4,5,6? Not to exceed two antlerless in the 4 combined days? Looks to me like the limits are exactly the same fir now. Of course there will need to be tweeking to the antlerless overkill that is about to take place this season, come next season setting
 
It goes back to the recently implemented adaptive harvest management deer plan if you will, and the guiding principles to tweak regulations if needed, based on unique unit harvest, environmental factors and other variables the deer face day in and day out in those respective units. The way I see it, the units shown above are the smallest "micro units" of landmass that the Agency can manage for when managing the deer herd (i.e. county management is too finite/limted).
