Fixed Blade - Insert or No Insert?

What does that mean?
It's a question on the Fair Chase Affidavit for a Pope & Young entry. I'm an official measurer, and I'm embarrassed I don't even know.
 
I don't know for sure but I would think that means a broadhead like the old Bear razor head. Two blade fixed with a razor insert that you could use or not use.
 
I think it means broadheads like the old snuffers that are held on the shaft via insert rather than the screw-in type that is common today�that's my guess anyway.
 
I asked one of the Pope & Young national guys, and he said...

Fixed blade is for the older style broadhead without razor blade inserts. Fixed blade with inserts is for broadheads like the bear razorback that has a small razorblade in it as a bleeder blade.
