Get a jig and do it yourself�it is not hard. Bohning makes a great jig that won't break the bank. Personally, I recommend the offset.
As far as how to do replace fletchings. First, before you strip the old fletching off, use the flecthing holder clamp to identify where you should line up the new fletching and then scrape off all of the old fletching and as much of the old glue as possible with a vegetable peeler (they are cheap and does a great job), then take the nock off and dip the end in acetone to help remove any glue that you didn't get with the peeler. The take a green scoth-brite pad and scuff up the surface where the new fletching will be. Then dip back in acetone and wipe clean with a clean paper towel. As far as which glue to use, I have found that Loc-Tite Super Glue Gel Control works the best and is cheap and can be found anywhere.
Reinstall the nock, place the arrow in jig, place new fletching in holder clamp and run a thin bead of glue down the new fletching and the press onto arrow and leave the clamp on the arrow for a minute and then rotate the arrow and repeat the process. It will take a few arrows to get the idea of how much glue to use�you want the fletching base to be covered in glue, but not to the point where it squeezes out and goes all over the place.
