Is there a legal limit on pull back lbs for a bow?

My friends had told me that 40# was the legal limit fro draw weight but my wife has a hard time getting that back, she can get it but it close to being to much.

No legal limit, however if she's going to shoot 30-35 she will have to be VERY selective on her shots, to be ethical.
