LBL bag question

I probably just looked over it but I can't seem to find the answer.
Does a LBL bird count towards the statewide limit?

LBL is a statewide bird, it's says on the sheet, Bonus Turkeys- None. Limit is one bird period Quota or Non quota

To my knowledge there are no "bonus birds" for any quota hunts this year. They all count towards the statewide.

Eliminating bonus birds was Commissioner Holbert's top priority right after he fought against changing the limit from 4 to 3 because so few people actually killed 4.
