Lifetime license question

I'm trying to purchaser lifetime license for my grandson..I created him an account . And my only option is " 3 years and under" application.. which is free.. what happens after I send this in?? Why can I not just purchase the license?

The lifetime license can only be purchased by filling out the paperwork and sending it in. 3-years and below is not free. You fill out the paperwork & send it in with a check. One time, I cut it close, and had to email my application into the office, and they said they'd look for the check in the mail....there wasn't a way 8 years ago to pay via card. Here are the license costs:

Infant Under 3 years $320.00
Toddler Ages 3-6 $659.00
Youth Ages 7-12 $988.00
Adult Ages 13-50 $1,976.00
Older Adult Ages 51-64 $1,153.00
Senior Ages 65 & over $329.00
Adopted child under 13 Must provide proof that adoption occurred within 3 years of application. $320.00
