NCAA rules change?

Following the GA/TX game, the targeting rule looks to be amended to the following.
*Defenders, who upon encountering the ball carrier, must either remove their helmet before initiating contact with the ball carrier, or

*Defenders, who upon encountering the ball carrier, must, within 1-1/2 yards, turn and attempt to tackle with their butts.

This rule change is in effect to protect teams and players, especially those with a current #1 ranking.

I'm wondering if, when they go to 100% flag football, if they will use a white T shirts for their flags. We did as kids and they worked just fine. So did 1 hand and 2 hand tag football.
