My vote would be Ruger 10/22. They are hard to beat.
Rossi won out for the fun factor. Also the Ruger didn't seem to fit me very well.
Rossi makes some cool looking guns that's for sure! 
Lever action.22s are fun to shoot.

Well that wasn't great. This was my last 10 shots with no adjustments. 50 yards

There's nothing match grade in your setup I'm afraid, could be about as good as it will be. Otoh I would definitely try some higher end match grade ammo to see if the groups will close in some.
I would try some CCI mini mags and see if that tightens up.
Could be a scope issue but I agree with MUP. That may what that gun shoots.
That being said, try some different ammos and find what it likes better. You can probably find something it likes better.

Sometimes certain ammo just doesn't jive in a certain gun. Try some other ones and see it there is any improvement.
What do you have to compare it to? Do you have a rifle you can do a lot better with?
Ive never had a good rossi, i know some have but i gave up on them long ago
How's the trigger. All that horizontal stringing could be your trigger pull or the wind.
