I've driven through the area but never hunted either of those units. The Weminuche wilderness gets a lot of hikers on the long Labor Day weekend holiday so if you were to hunt off the hiking trails I'd look for drainages a ways off the beaten path.
 
I took a couple of pics of the Conejos River/South San Juan wilderness area last year coming home. This is Unit #81, south of Pagosa Springs, taking Hwy.#84 south off Hwy. 160 out of Pasgosa Springs. This pic will give you an ideal of what your area looks like.

i drove thru highway 84 all the way to chromo and the state line we drove up buckle lake road and scouted, we saw some fresh lion tracks in the snow way up top but no elk. we mostly hunted in burns canyon about 15 miles south west of pagosa and then went north of pagosa to chris mountain. we had 1 buggle and saw a calf and a bear. it had the most sign anywhere we went and that is where we will go first when we go back. just tryin to get a plan b and c
