Reloading Powder from 1999?

I have a 1lb canister of Hodgdon Varget with a date code of 1999.
I bought it new, it was been partially used prior to moving 10 years ago. Always stored in good conditions.
(I have other canisters just a year or two old.)

Still good?

I have a steel can of IMR7828 and it is OLD. Still shoots like the day I bought it.

To be sure open and smell. If you smell anything but gunpowder, spread it on your yard as it is great fertilizer. If you notice the gunpowder seems to be brown, not charcoal grey, it is bad, to the yard it goes.
