Sounds like there's a nifty neighbor dispute brewing so here's what I would do Get on the Facebook marketplace and find a cheap vehicle that has headers

Bring it home and take the mufflers off fire that dude up anytime you want between Dawn and dusk

Do that for about a week straight then maybe another week just for the hell of it

Also take the muffler off your lawn mower
