Shotgun data

I lean on Ballistic Products for most shotshell reloading. I do not know about "best", but you can download this "Small Bore Manual" straight to your computer for $18 or so. Pretty quick and simple solution if it has enough .410 load data to meet your need. You may can call them Monday and inquire.

 
I think all of the major shotgun powder manufactures have good data published either hardcopy or online. They have loads and tell you exactly which hull, primers, powder (and how much), and wad to use. You can select the payload and speed that you want.
 
Best is whatever your .410 will digest and pattern good. It's interesting that even a minor change as a primer can make a difference. Spend some time on the 'Net and see what's out there. Take into consideration what components are available locally.
