What county are you in? Some counties, Wayne, Lawrence, Giles, and Lincoln specifically, have seen a decline.
Usually it isn't any big deal to not have turkeys during fall/winter, because their ranges can be huge over the course of a year. They need different habitats and foods throughout the year. Some people have lots of turkeys on their spots and deer season, and are excited to turkey hunt it. By the time April rolls around they have migrated and split up to breeding, nesting, and brooding areas.
Sometimes, if you have lots of turkeys during fall/winter, it could be bad for you come storing. They need totally different habitats in those seasons.
