Why can’t the NCAA get some decent refs

I've not had a chance to watch much football over the first 4 weeks of the season, but what I have seen in this limited time is continuance from previous seasons of poor refereeing. Below is just a brief sampling:

When Mississippi State played their first game of the season, they obviously stripped the ball from the qb, but the initial play was overturned and called forward motion, even though replay clearly showed the ball was loose before his arm came forward.

Texas A&M was driving for the tie/win in the fourth quarter and the fumble was ruled a touchback (if you haven't seen it, look it up). Nuff said.

UF was consistently lined up in the neutral zone yesterday, but I never saw it called (granted, I only saw bits and pieces of the game)

UGA was called for a roughing the passer that was barely a shove to the chest of a falling qb, which would have been a stop in the red zone but instead setup a first and goal. Yet Mizzou absolutely blindsided/blew up Fromm right in front of the ref well after a pass but didn't get the call.

I'm still trying to figure out what holding and pass interference is, as it is so inconsistently called all across the sport.

I'm understanding of human mistakes, but I HATE inconsistency, and especially screwing something up that is blatant, repeated, or reviewed. Why is it so hard to get things right or at least be consistent?
