Youth Elk hunt application

I'm trying to enter my 15yo son in the youth elk hunt and get the following error, Error: 0400, Invalid license type, license 00251. He has his lifetime license since he was 1yo so I don't know what else to do. The system allows him to be entered to all other quota hunts except this one, please help

I also had a problem getting my youngest (12 but will be 13 before hunt) entered. When I called he was somehow listed as being a non resident even though he has had his lifetime lic since he was a few months old and has never lived anywhere except TN? I was pleased however with the help I got, and the operator I spoke with had it corrected and I was able to complete his application with no probs soon after!
