Catching-finding shad ?

I mostly fish Center Hill and need some advice on catching shad from fall - spring, (I do ok finding bait in summer) All the info I find online is conflicting. About half says all the bait/shad are up in very shallow water. The other half says they are in deep water. (Fall-Winter)
Can anyone educate me on how to go about finding shad Fall-Spring ? Other than randomly driving around with the fish finder on?

I've been to CH a few times the past couple of weeks (including this Saturday). The bigger groups of shad I saw were deep... 30-60ft.

I didn't spend a ton of time in the backs of pockets, but I hit a few and didn't see any shad shallow.

I found them on flats in less than 5' of water last winter on a nearby reservoir but they still hadn't shown up last time I went
