To take a youth hunting on public land? Ive read i dont need a license not sure if permits were required or not

It depends on what you mean by public land.
If it is on a WMA that requires a big game permit for adults to hunt the land, then the answer is yes. The Type 94 permit which covers both the Special Season Antlerless hunts and nonquota WMA hunts is required for ALL AGES.

But if im not required to have a license then why a permit?

Your original question is unclear.
If your question is do you, personally, need the permit this weekend to take the youth hunting, then the answer is no for the youth hunt only. It specifies that they are accompanied by a nonhunting adult.However, the youth hunter needs the permit unless they are covered by a lifetime sportsman license.
After the youth hunt, you, personally, would have to be covered by both license and permit to call for the youth.
