If you were to frost seed a piece of ground in West TN what's the latest you would plant and what would you plant?

I only frost seed clover. And I've done it without frost in the middle to end of March. Don't recommend that necessarily. The month of February is our month to frost seed personally.

First week of Feb is looking wet & warmer right now. The two weeks after look colder and when I plan on doing it. 20s at night & sunny 40s are perfect imo.

Agree with all the above. I do 4lbs ladino, 3lbs arrowleaf, 3lbs crimson into established clover plots. Usually aim for end of February
