I think the NCAA needs to develop some clear cut rules on the transfer protocol and eligibility to play. Seems like this is an arbitrary decision. A player was just denied eligibility when he transferred from Coastal Carolina to Virginia Tech to be closer to his ailing mother. You can find numerous examples of players being ruled eligible or ineligible every year with no definitive guidelines.

Yep. KY got Kelvin Joseph top dB but has to sit out a year.
 
Maybe it has to do with Solomon's previous injury at Michigan?

In one of Jeremy Pruitts previous press conferences he mentioned how he had wrote a note for all his players that transferred asking the NCAA to let them play immediately. He didn't know if that had anything to do with holding up Solomon.

Then a week later he gets granted eligibility. I wonder if it didn't have more to do with Harbough not wanting to sign off?

Word is Harbaugh was the holdup. It seems the coach of the team the player is leaving does in fact have a great deal of control over the situation.
