What's to challenge? Meigs county requires it in order to get the green belt tax reduction.

Hit the button before I finished. Meigs does want a plan but it's possible to do it yourself in a lot of counties. Finding the criteria is the hard part so you can be in compliance.

I've said it a hundred times, it's different in every county. There are counties that try their darndest to direct every forest management plan to particular foresters just to pad the pockets. Then you have some that will let you do your own. Then you have some that don't even deal with forest and do 100% agricultural regardless.
