I spoke with Richard Kirk from TWRA's Region 2 office today about Happy Hollow WMA. He acknowledged that with it being a new WMA, arriving at the Quota Hunt numbers was an estimated guess at best. They arrived at a 50 hunter quota per hunt with the assumption that only 25-30 would show up. Also, the limited access to the WMA weighed in their decision. He assured me that those numbers would be tweaked based on hunter participation during the hunts as well as hunter comments.
