The other two objectives are Habitat Goals and Communication Goals.
I agree with the before-mentioned comments others have said - that is, their goal seems to be around monitoring, reviewing, estimating and collecting........while I agree research is important, that does nothing for declining populations for years. I would like to see their strategic goals now - i.e. reduce the limit of toms, delay the season opening 2 weeks, etc....
