Mercury outboard issue

New to me XR6. Allegedly serviced in 6/24. Hooked to hose and couldn't get it to peeing until i went back and pressed the "ears" against intake. Once i did that it would pee at idle. Wouldn't if i didn't hold ears. Increase rpm's and it would pick up. I shut it off thinking I just need to put in water. Launch and crank, still no pee at idle. Increase rpm, kick into gear and I get a stream. Increase rpm and stream increases. Factory gauge read from 5-15psi. Is that normal? If not, first thing to look at be replacing impeller? I've had a lot of boats...never had one that was slow to pick up water. Had a couple that wouldn't pick up any water...but never one that was slow.
 
Do you know when the impeller was last changed? I bet it's due. Looking online it appears those motors run in that range, and it concerns a lot of owners. Do some research but if the impeller was in fact changed recently I bet it's fine.
