The neck expander ball will insure the ID of the neck is correct but it won't do anything to correct the thickness. I've seen too many necks where the reamer is removing significant material only from the ID at the back corner of the neck to be told otherwise. Maybe it's because so much of my reloading volume has been with the hot 22 center fires. Can't say I recall that happening with the 25-06, 270 etc. class of cartridges and their relatively mild velocities. Have never seen it in the 30-30 for sure.
