As bad as I hate to say it, the only thing that'll help the odds is multiple flood years in a row combined with the state figuring out how to have more than one good draw hunt a year.

I think what would help the odds is to have other high quality hunts across the state hunters would wants to burn their points on. The reason it takes so long to draw is there is no other qouta in TN worth applying for IMO.
