When Burke got on 1stbase, Morgan faked throw to pitcher trying to do the hidden ball trick. But Burke did not get off 1st base so they couldn't tag him out. Their pitcher was already on the mound as though getting ready to pitch but he didn't have the ball. So the balk was called.
