I agree with the eagle. Golden or immature bald. Goldens are the real hunters though. Balds are fairly lazy....

Looking at the white on the tail and light brown on the back of the neck I think golden too. I found this comparison on Google.

In case anyone wants to know there was no feathers or anything to make me think the eagle caught one. It has been ID as a Golden Eagle for sure.
