Yep. Have been able to since they started this tier system. No points on Tier 1, aka Season Long, but points on Tier 2 for early, mid, and late season(so 3 sets of points).

Dumb way they consider points on a party draw though. Not an average or even total points of party but whomever has the most in the party is the the number they place preference. So a group of 8 with all 1 point will place behind a group of 4 with one having 2 points

If not one member of a party has one point, that party is guaranteed NOT to draw, correct?

If they pick a low demand spot and no one with higher priority lists it, a zero point party could draw a site
