Violation of Implied Consent. He was prepared for this moment by an attny. With his money, he won't end up with an actual DUI, it'll get dropped down to something small. No blood, means it comes down to video and testimony.

"He refused field sobriety tests and was taken to a local hospital where a blood sample was obtained through a blood search warrant, according to Franklin police."

You are probably right. If this is first offense depending on what the blood shows he will probably get it brought down to something like reckless driving. A good DUI attorney might even be able to weave his way through the case and get the blood tossed and get the whole case dropped.

You would be surprised how often this blood gets lost too. Ive seen it before.
