Ok so say I'm going fishing and I have a friend that lives in KY that wants to go that has no interest in fishing, just wants to ride in the boat hang out and maybe drink a few beers.
Would the only way to be legal would be to only have 1 fishing rod in the boat or what ?

Legally, the officer would have to see them fishing to issue a misdemeanor citation for fishing without a license.

However, you likely will have a "discussion " if you are checked and he is close to baited lines in the water.

If it was me i would just go if it is a 1 time thing and not worry about it. I have never been checked while fishing in my whole life.

But a 1 day fishing permit is only $11, it is simple to buy one online if he has a TWRA number already.

I can't get their website to come up for some reason, keep getting an error but unless it has changed for an out of state resident (my buddy actually lives in KY) you can't buy a 1 day permit, it has to be a 3 day and two years ago, best I remember, it was around 30 bucks.

Just go it's not illegal for him to ride in the boat. If some hot head officer did write him a ticket it'd be thrown out in court.
