When you have one sent to an FFL for x-fer, you have the opportunity to inspect it. If unacceptable, the FFL sends it back and the seller should make it right. If he done the paperwork for the xfer...and background check....then he acknowledged that the firearm was in acceptable condition.Doesn't sound like they made it right

That firearm wasn't his until he did the paperwork...it still belonged to the seller.
I've had lots of xfers done and I've never seen one that didn't come with instructions to inspect the firearm BEFORE doing the xfer.
I can't say what happened with that xfer...I wasn't there. But if I was the seller...I would be very suspicious.

No idea. Generally... they report the problem to the seller...FFL confirms (in this case that the barrel is missing). Seller should pay to have it returned and ship a replacement ASAP. Or at least that is my understanding.I don't doubt that someone screwed up. There isn't enough detail to determine what happened with the xfer. Maybe he thought it would be easier to get it made right than waiting some infinite amount of time to get his money back. Is the FFL responsible for paying to have it shipped back or would he be responsible? What other fees might he have to pay to get it returned? It is a $99 shotgun. I don't doubt it happened. He is a confirmed purchaser and what would be the point of making something like this up.
