Had a bunch that didn't flop.... but if you get right on them, they are quivering. And if you stimulate them after the shot while they are quivering, they start flopping like crazy. If you don't stimulate them, they never flop.
Had a bunch that didn't flop for the first 30s... then all of a sudden start flopping like crazy for another minute.
And of course a bunch that flopped so much they destroy their plumage if you let them.
That's just the way the primitive CNS system of a bird works.
Also why it's preferable to process your backyard chickens in a killing cone or at least immobilize their body before you slit their jugular. That way they bleed out, fall asleep peacefully, and don't 'flop around like a chicken with his head cut off' to minimize bruising of the meat.
