Andy, my thinking is we have been progressively killing a higher percentage of the living male population each year.
It finally got to the point of adversely effecting breeding success when too many older Toms were being killed too early.
In other words, our kill rate was rising faster than the populations,
and the old "harvest models" were misleading the data analysts.
Probably hit the tipping point about the same time the bag limit was raised from 3 to 4 birds.
